When you were a young child, art was made using bright colors to feel playful and fun! How do you think tints of the exact same

bright colors change the feeling of the color palette? How would shades of the exact same bright colors change the feeling of the color palette? Why is it smart to always have white and black when mixing color?

I don't know if this is the answer your going for but:

I think tints of the bright colors effect the color pallet because it can change based on your moods, kids had very observant moods, happy;yellow, sad;blue angry;red. now that were older our moods aren't as describable, some of the colors describe our undescribable moods and they just fit.

For a more art related response:

its adds more depth and perspective to the piece of art, you can shade it and have the bright colors pop with a darker color added to it. It can also change the tone of the art work too.

Its smart to have black and white when mixing colors so you can mix it to a lighter shade or to a darker shade.

Newspapers are important source for daily news. it is reading habit of most of the people to read a newspaper before they go to the breakfast table. The material used in the newspaper differs significantly.

The news headlines page has a firm paper which is not likely to be teared easily then there are inside pages in which there are mostly advertisements placed, the material of those paper does not matches with the front page.

The quality of color impression is normally same for entire printing as it is not really costly. There are various sections in a newspaper such as classified, magazine, political news, international and national news. A person can easily switch to page of his interest.
