Santa Anna came to power in 1833. When he assumed the presidency of Mexico, he maintained his position in allowing Mexican states to have their own laws, tax collections and managed independently from the federal government, claiming that Mexico was a federation of independent states. However, in order to have complete control of the Mexican army and increase state taxes, he went back on that position and revoked the state constitutions, including Texas, which deeply irritated the Texan settlers who started the Texan revolution.
