No State shall make or execute any law that restricts the privileges or immunities of United States citizens; no State shall deprive any person of life, liberty, or property without due process of law; and no State shall refuse equal protection of the laws to any person within its jurisdiction.

3. The right to vote of United States citizens shall not be denied or abridged by the United States or any State on the basis of race, color, or past servitude.
