Frederick the Great was a great military leader who was liked by the people but not by The Nobles because of his policies. He considered himself servant of the state instead of owner which make him unique and popular among their people. The nobles did not like very much due to their policies because due to his policies the nobles get little benefits and more benefits gain by the people of the state.
