PLZ HELP!!!! Summarize this paragraph to demonstrate comprehension. North Carolina also believes in reusing, and reducing waste,

by fixing the old first. The majority of North Carolinians voted and decided they want the government to fix the existing roads first, before beginning new construction. They also favor improving rail services and buses to increase the number of public transportation users and cut down on the number of cars on the road. These solutions are a much better choice for reducing greenhouse gases, right? However, some citizens complain that their governments are robbing Peter to pay Paul—in other words, they are shortchanging one area that needs transportation funds in order to contribute to another area that needs funds just as much. Couldn’t they find a way to do both?
