I think the answer is the 10th Amendment
The Freedman's Bureau was created to help former black slaves and poor whites in the South after the Civil War. Giving them education and medical help was very important in helping them recover from the revolution and helped the freedmen to be able to live on their own.
Most early scientists that questioned authority and traditional thought often were challenging the power and beliefs of the Catholic Church. This lead to many being forced into being placed into a house arrest type situtation. Others, who refused to take back, recant, their findings and beliefs were killed.
