Encomienda was a feudal system by the Spanish who offered protection and a chance for education while collecting cheap labor and sometimes gifts in return.

This system gave little room to the native people to say no as they literally had no choice or say.

Mercantilism on the other hand is an economic system whereby the government in power tried to make sure that exports were at a maximum, while imports where at a minimum.
