The correct answer is James Madison. He was the fourth president of the USA and was technically a Federalist, even though he did not care much about parties and thought that they are bad for the system.

Why is the answer B)? Because It says suitable freed persons will "be recieved into the armed service," meaning that the government would provide for slaves because they would be accepted into the military. The military would have either paid free slaves or provided food and shelter for them.
