The Tenth Amendment upholds both federalism and the state's rights. It identifies the rights of the people (state rights) not only of government power to the people. The bill of rights is implemented in the US, which means it extends to all the states. The US Constitution applies the law to all its jurisdiction which is all the states.
The problem was that the colonists were trying to take away a land which belonged to another people. Some native americans were able to let them go and enable them to live in peace where they chose, other native americans decided they would opt for the more harmful choice.

The Mississippians were a native American culture that inhabited the Mississipi River Valley and surrounding areas from 9th till 16th century. Their culture was unique in that they created Mounds, that is man-made hills, many of them are still existing today.
