In the colonial period, there were several colonial assemblies and town councils which acted as a form of government for the colonies because the British were going through a period of Salutary Neglect.

Some of those colonial assemblies such as the Vir-ginia House of Burgesses had elected representatives from all around the colony that came up with laws and discussed issues that affected them. This was a form of self-governance that existed before independence.
