"Consent of the governed" essentially allows the people to run the government and not the other way around. The government gets all of its power from the people, and the people run the government. If the majority of the people do not agree with the government, they have the means to change it.
The war was brutal on both sides. U.S. forces at times burned villages, implemented civilian reconcentration policies, and employed torture on suspected guerrillas, while Filipino fighters also tortured captured soldiers and terrorized civilians who cooperated with American forces.
By the 1770s, many colonists were angry because they did not have self-government. This meant that they could not govern themselves and make their own laws. They had to pay high taxes to the king. They felt that they were paying taxes to a government where they had no representation.
National security policy is a balancing act between Military force and Diplomacy.
Military forces are needed when a direct threat exist and we need to take care of it immediately to protect our people from hurting.
Meanwhile, diplomacy is the acts to maintain peace with another group/country and prevent the threat from happening in the first place.
