Time progresses without any control over it, so it's something that does not depend on any other factor such as distance. On the other hand, as the time value changes, the distance changes. So the distance is dependent on the time.
The horizontal axis is the x axis, and the x value is always the independent variable. The vertical y axis is the distance. The y value is always the dependent variable.
