The way he did this was mainly through catholic rituals that explained that he wanted peace to the natives. This helped him create many allies who one were thought of as his enemies.

Latin Americans resented this unilateral claim of authority, and in 1907 the Drago Doctrine was incorporated into international law. Coined by the Argentinian Luis Drago, it prohibited armed interventions of any county to any country to collect debts.
