Independent regulatory agencies are bureaucratic units developed in response to
Pavel [41]

If the independent agency exercises any type of executive powers such as imposition or enforcement (and most of them do), Congress can not participate in the process of habitual dismissal of the commissioners. Constitutionally, Congress can only participate directly in impeachment proceedings. The Congress may, however, pass statutes that limit the circumstances under which the President may dismiss the commissioners of the independent agencies. Members of Congress can not serve as commissioners on independent agencies that hold executive powers, nor can Congress appoint commissioners, the Constitution Appointment Clause confers that power on the President. The Senate can participate, however, in appointments through "advice and consent", which occurs through confirmation hearings and votes on candidates of the President.

Why is the populist party generally regarded as a failure by historians
ValentinkaMS [17]

The Populist Party was a third party created due to the discontent of farmers against the major political parties (Republican and Democratic parties) because of the Gold Standard issue, and because they felt ignored. This Party is often regarded as a failure because it focused on one issue (to increase the money supply) and tried to gain the support of farmers and workers, but the workers' wants and needs were different than those of the farmers, so the Populist Party didn't had all the support it needed to succeed and ended up being absorbed by the Progressive Party. Although the Populist Party didn't succeed, it helped creating awareness of the farmers conditions, so that the Republican and Democratic parties could also focus on that side of the population.
