It created a new border between Texas and New Mexico, acknowledged California as a free state, gave Utah and New Mexico the option of becoming slave or free states, and made it easier for slaveowners to reclaim slaves under the 1850 Fugitive Slave Act. The Compromise of 1850 was drafted by Senators Stephan Douglas of the Democratic Party and Henry Clay of the Whig Party. Persistent dissatisfaction with its provisions played a role in the outbreak of the Civil War.
