You can use the vertical angles theorem to find the value of x.

2x+84=5x
84=3x
x=28
Now, since <TSV and >PSV are linear pairs, you can add PSV and TSV. To do this, you have to find the value of PSV. 
PSV=5x
x=28, so PSV = 5(28)
PSV=140°.
Now, find TSV.
