If I was one of his advisors I would tell him to make programs that would help lift America out of the great depression because at that time people were looking at Hoover for help but he didn't provide the people with what they needed. Hence why Franklin D. Roosevelt won the election by a landslide in votes.

He had a hard time because many thought he had caused the Great Depression so many did not want him back therefore Roosevelt one, I would suggest he make something like Roosevelt did and he advertised saying he would stop the poverty and make America better

For the 4th one I would say John Locke believed that the people should be the ones controlling the government and what they want should be what is done by the government.
