at the time of revolution ,only two states explicity limited black voting rights .By 1839 almost all the states did .(the four expection wre in new england , where the democratic party was weakest .for example new york 1821 state consitution enfranchised nearly all white male taxpayers but onle the richest black men . in 1838 similar consitution ,in Pennsylyvania prohibited black voting compleyely.
