(x,y) -> (x + 4, y - 7)

y -> y - 7 means that for the image, the 7 is subtracted from the y-coordinate of the pre-image. The y-coordinate of R is of -3, -3 -7 = -10, hence the y-coordinate of R' will be of -10.
