Yes the United States stayed neutral the years before the bombing of Pearl Harbor. The United States didn’t get involved in the war to build up their own defenses and avoided conflict with either sides but to also keep American citizens safe.

Mann wanted to show how indigenous people were not so different from modern society, pointing out this similarity that went unnoticed by many.
