Ineffective. Hoover was “limited government” Republican conservative. He believed that the Federal Government involvement would place a burden on the US Treasury and harm capitalism. He believed individual assistance should be handled at the local level. Unfortunately many Americans were at the mercy of whatever their particular locality could provide. Without Federal assistance there wasn’t enough at the local level to provide adequate assistance. Hoover vetoed many of the bills that could have provided direct assistance and believed firmly that Federal assistance was not the path out of the Depression.
