Hurricanes develop in warm, tropical regions where the water is at least 80 degrees Fahrenheit  The storms also require moist air and converging equatorial winds.

A tornado can form where winds blow at different speeds causing rotation which can tighten and speed into a funnel cloud if caught in the flow of air moving into the storm. Rain and hail can cause the funnel to bend downward.
