The Student Nonvioent Coordinating Comittee (SNCC) was a group that protested segregated facilities all over the US. They put the themselves at risk and refused to be violent despite the physical violence to prove a point to American society. They wanted to show that African-Americans are mature and that they were not the source of the problem. This was a way to show that African-Americans deserved equal treatment in American society.

America refused to recognize the right of Germany to declare unrestricted submarine warfare and continued to ship war materials. ... When the Germans sunk the Lusitania American civilians were killed in the "unprovoked" attack. The outrage over this atrocity provided the reason for America to enter the war.

How is a governor most likely to shape a state's public policy?

A public policy is shaped through something called "<em>Public Policy Cycle</em>". It consists in 5 stages, starting with the agenda.

The <em>agenda</em> is a setting of problems and concerns that governors and implementors need to analyze in order to find the one they will address at the moment.

After the problem is chosen, the other stage of the cycle is the "formulation", which consists in creating the policy itself, all the people that are going to be addressed with that policy, how it is gonna affect these people, etc.

Then, the "implementation". In this stage, the policy is effectively implemented, and starts working.

And last, the "evaluation". <em>Evaluation</em> is the stage when the governors and implementors get to see the outcomes of the policy, and then formulate and implement changes to improve it.
