I agree with Azharui. Although movie ratings do work as a general advisory and disclaimer, there may still be content that each individual parent might disagree with. For this reason, adults should monitor all movies their child sees, and should have the right to forbid their child from watching certain programs.

a comma is important for a couple reasons.

Explanation:

A comma can avoid a run on sentence, and completely change the type of sentence (eg. compound, complex, run on, etc.). It can also change the whole meaning of what's being said in the sentence. For example: "Let's eat, Jayden!" compared to, "Let's eat Jayden!" have completely different meanings because of the comma.

This is the best option because it gives the feeling of hope. The image of the Phoenix rising out of the ashes is meant to show that Chicago will once rise again. It will come back and be even better. The quote says that the city will "rise again" and "is already rising". Two of the other options only speak of the devastation of the fire. The option about the workers tells about the demand for laborers but it doesn't necessarily evoke a sense of hope in rebuilding.
