Solution:

A line parallel to another will have the same slope as it is.

A line is expressed in the slope intercept form as:

           y  = mx + c

y and x are the coordinates

m is the slope

c is the intercept

      y= -4x + 3  

 The slope of this line is -4

A line parallel will have a slope of -4;

 For the new line, we still need to find its y-intercept;

     where x = -5 and y  = -1

      -1 = -4(-5) + c

     -1  = 20 + c

      c  = -1 - 20  

      c = -21

Now, the equation of the line is ;

     y  = -4x -21
