It also mentions the experience of his companionship; "The dog made quick  efforts to get the ice off its legs." it shows that the dog was struggling with the ice made by the wheather too. And finally "As he laughed,  he noted the numbness in his bare fingers.", implying that his fingers were so frozen that he couldn't move them.

What was Steinbeck's purpose in writing The Grapes of Wrath?

Steinbeck is revealing the true plight of the workers which at that time was not widely discussed or frankly, cared about.

I think he's also trying to tell the reader that we should do what will affect the greater good instead of just reaping the benefits yourself.
