This must be from a standardized test. The wording is a little confusing, but I'd say it is a metaphor. Google says the definition of metaphor is "a figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable." "The road not taken" is a poem that makes the reader think pf choices we have to take in life. In the second line of this poem, the author, Robert Frost, is expressing how difficult it is for him to make one decision.

<em>"And sorry I could not travel both"  </em>In this line the author expresses he is "sorry" he can't travel both roads, which suggets he regrets about making the decision of picking only one road. The poem constinues and he finds the impossibility of traveling both roads, so he stands there trying to choose which path he's going to take. we can clerly notice this is difficult decision he is making.
