2 to the power of 2 or 2^{2} is equal to 2 * 2 or 4.

The second one, 2^{3x}-1, we should plug in x to get 2^{3(1)}-1 and then to become 2^{3}-1. 2 to the power of 3 or 2^{3} is 8 and then minus 1 is 7.
