Legislative -> Executive -> Judicial

Explanation:

Think about it this way:

The Legislative branch creates laws, so laws would have to be created before anything else.

The Executive branch executes laws, even ones that may be in their 'infancy'.

Once they are executed and shown to be constitutional/able to work, then they go into the Judicial branch wherein they get formally enforced.
