If you were in charge of developing a tax system for a country, how would you structure taxes? For example, who should pay the greater percentage of taxes? What should taxes be used for?

I would make people pay tax according to their class division, the upper class pays more than the other/ middle class pays less than the upper class but more than the lower class/ the lower class pays less than the other classes. I would use the tax for government nessecery items/repair/building. The other part of the tax I would save up in case of crisis
