They realized that nothing really changed much. The freed African-Americans still had almost no political rights and the system was controlled mostly by corrupt politicians who came from the north to become rich. The regular people still had huge farms and turned the former slave system into a system of sharecropping which was in many ways similar to slavery. The freedom was very superficial and in reality people still lived as bad as before the war.
A shortage of crops/food would have killed off the soldiers mostly, devastating the southern states. I hope this helped!

It would be the economic policy of "mercantilism" that was based on the idea that the American colonies primarily were meant to provide economic benefits for Great Britain, since this philosophy held that trade between two entities benefits mainly the larger entity (in this case Britain), and that it is in that entity's best interest to protect its trading partner (the colonies).
