Truman saw the threat of communism and after a war torn Europe it became clear reconstruction was necessary so that one could see the light of democracy. If not the quick benifit of the alluring communistic ideals could take a hold on Western Europe and all that fighting would be for nought as just a new form of totalitarians replaced that of old.
