Congress had no power to raise a military separate from the states.

The Articles of Confederation was the first Constitution of the United States. Under these Articles, the central government was weak. Congress had many limitations. Among others, it could not raise an army and could not raise money. In case it needed some, Congress had to ask for it to the states that we're the ones that remained sovereign and could collect money through taxation.
