I believe it is C. I’m not sure, because D and the top of the prompt is cut off. Though, C clearly states that grades would be easier to deal with if you’re transferring schools or going into high school or college.
D. Students. It would affect the student body the most, and I doubt teachers would like to or need to "take a stand on what you wear". Hope this helps :)
