Rembrandt technique in the Dutch Golden Age was Baroque, using crayon and Chalk mixed with oil giving a glazing effect; it was called Wizardry due his magical timeless freeze frame images. He also perfected <em>"engraving"</em>; and used strong acids to burn lines into surfaces for <em>"etching"</em> as medium.

Rembrandt’s <em>smudges</em> and rugged brushwork  were called a <em>mess</em> due of his sudden strokes in paintings.

Rembrandt, just like <em>Da Vinci</em>, had mastered <em>Chiaroscuro</em>, a technique used to distribute light into their paintings, creating <em>illusions</em> that transcended the human visual system.

The leader who was in the USA was Jimmy carter. in Britain the prime minister was James Callaghan. However this is because the detente collapsed in 1979 after soviet invasion of Afghanistan.
As per the question however, in the 1980's the USA leader was Reagan and great Britain was Thatcher Margaret.
