The main idea or argument of the United States census source is that voting is a right of every individual and a Civic duty that people must perform.

Voting is a vital part of democracy in every country as citizens choose leaders to represent them. Voting gives citizens a say in the governance.

The evidence I found is that , "Voting is a right and a national obligations". A country whereby its citizens don't have a say in governance will be in jeopardy as the leaders will do whatever they want.

When the system was allowed, the Dalits were marginalized, had no rights guaranteed and could only perform works related to feces of the people of higher castes .With the end of the caste system, the Dalits should be considered ordinary citizens with equal rights and duties to the rest of the population.

The creation of the Atrocities Prevention Act in 1995 protected the Dalits from discriminating against superior castes. Anyone who disobeys this law would be automatically arrested without bail.
