During the Nixon Administration, international scientific, technological, and environmental issues grew in prominence. In October 1973, Congress passed legislation creating the Bureau of Oceans and International Environments and Scientific Affairs (OES), to handle environmental issues, weather, oceans, Antarctic affairs, atmosphere, fisheries, wildlife conservation, health, and population matters. The Department had difficulty filling the new Assistant Secretary position until January 1975, when the former Atomic Energy Commissioner, Dixie Lee Ray, took the job.
