You have to divide the negtive seven over to the other side

She did everything correct in step 1 and 2 
Until step 3 she took a wrong turn. 
She wrote seven times x over seven = twenty-three over 7

When she should have wrote..
negative seven times x over negative seven = twenty-three over negative seven

So her answer was 
23/7 
while it should have been a negative. ->   -23/7
