Safety is more important. Let’s say we have freedom and no rules. Society would be broken. Everyone will do whatever they want, like stealing from others. That is the reason we have laws, to keep society in balance. Then what if you only have safety?

If you only had safety, society will still function. There is a thing called “communism.” This is where the government has all the power and will enforce laws on others, the citizens will not have freedom. As you can notice though, there are many places with communist govermoments, and they function alright. You could live on safety alone, but of course both are needed to make the perfect society.
