I think it's personification. The author is giving human qualities to the light, by the sun streaks "climbed" and "fell."

The quote would be the first sentence: "Now the light was lifting as the sun went down, and the <u>sun streaks climbed</u> up the wall <u>and fell</u> over the feeding racks and over the heads of the horses."
