in the passage, the character is trying to row himself across the stream which he describes as strong and filled with evil spirits. Since he wants to make it to the Place of the Gods and the river is preventing him from reaching his goal easily, it is character vs. nature.

"I was swept down the stream" is the only piece of evidence that actually refers to the stream and nature so it is correct  

after the character faces the river, the text states, "There was no strength in my knowledge any more and I felt small and naked as a new-hatched bird—alone upon the great river, the servant of the gods." He feels small and scared about what things will become of him.
