The Senate's check on a filibuster is known as a cloture. This is done by getting a vote of 3/5 of the house, approximately 60 votes. This is a rare thing to get due to number of the votes required. Rarely does one party actually have that much control.

The general ticket system occurs when the state casts a single vote for the electors with affiliation to parties for the candidates. The slate of electors with the highest number of votes now gather in December to vote for any of the candidates.

The electoral college system was established to allow for sufficient representation for each of the states. Till date, it has served the purpose. So I think it is an efficient method of selecting leaders.
