Explanation:

Machiavelli uses the Spartans and the Romans as examples of one empire taking over another. He compares and contrasts them by mentioning the different actions they took when they occupied an empire and the different outcomes that resulted in their actions. The sentence in the passage, "The Spartans held Athens and Thebes, establishing there an oligarchy: nevertheless they lost them" shows how a prince can fail. He also mentions that the Romans held Greece the same way the Spartans did, and the Romans failed, just like the Spartans.
