The rules committee is in charge of scheduling the debate as well as the rules of the debate and so will do so for the bill.

4. House members have an opportunity to debate and amend HR 763.

When the date for the debate comes, House members will then debate and amend the bill.

5. The House approves HR 763.

If the bill is voted for by the majority of House members, it passes and is approved by the House.
