Virginia had three governmental structures. In order, they are a joint stock company, royal colony, and the commonwealth. The Commonwealth came in after 1763, however. Later, they established a House of Burgesses as a representative group for Virginia. This group originally just advised the governor, but then gained more powers, such as taxes.
