The women going to college were not only bettering their lives, but also acting as a role model for other women, possibly inspiring them to continue their college education too, while men did not have this opportunity because it was already normalized for men to go to college. Women also had the added struggle of constant critique, urging them to do the best that they can and bettering their character, once again, something men didn’t experience.

The sentence is generally saying that the specific area of land gives you shelter from a storm, which is basically safety. The word 'encloses' itself emanates safety, because basically, 'encloses' means to close over, or to surround. If you don't find that trapping, it would seem more safe than anything else, along with what the sentence itself is trying to say.
