it is asking you to sub in the X values to work out y, don't get confused by the inequalities they make it look complicated but it's just telling you what you want to apply the equation to.

so y=-6x

if X= -3

y= -6X(-3) so y is equal to 18 (-x-=+)

and continue to go down the table...

if X = -2

y= -6x(-2) = 12

if X=-1

y=-6x(-1) = 6

Note: the dilation of 12 has nothing to do with this answer. If you were asked about similarity of sides then the 12 would be something to do with the problem.
