To determine the carbon dioxide concentrations in the atmosphere and hydrosphere, the scientists would need to collect the data related to the absorption of infrared radiation.

Explanation:

Carbon Dioxide has a molecular structure that makes it able to absorb mop-up infrared radiation.

Infrared radiation is created as a result of the process which involves the solar irradiation of the earth. When the irradiation occurs, some of that energy is absorbed by the atmosphere and the earth's surface. The earth, in this process, is heated up. The heat which is emitted from Earth in the form of infrared radiation.  

So all the scientists need do is collect data relating to infrared absorption on the part of the forest with native forests and the parts of the forest with coconut palms.

Examining the disparity will provide clues as to what their next steps should be.
