autocracy : Governments with autocratic attributes are ruled by one person who has all the power over the people in a country. Examples include authoritarian, totalitarian and fascist

The states and national government share powers, which are wholly derived from the Constitution. Article I, Section 10 of the Constitution of the United States puts limits on the powers of the states. States cannot form alliances with foreign governments, declare war, coin money, or impose duties on imports or exports.

Concurrent powers refers to powers which are shared by both the federal government and state governments. This includes the power to tax, build roads, and create lower courts.

Thus, securing the blessings of liberty refers to the preservation of the rights and freedom of each citizen. The essence of this phrase in the preamble to the US constitution is to ensure that the rights of the people for liberty are duly preserved for themselves and the sake of posterity.
