Well in standard form 2.4 x 10 (-3 power) is .0024. This is because the exponent is negative.  

Addition:

1.2 x 10^-3 + 1.2 x 10^-3


Subtraction:

10 x 10^3 - 7.6 x 10^-3      


To get the answer you can simply just add and subtract to get 2.4.
